* Jack Straw’s plans for a wholly elected upper chamber to replace the House of Lords appear to have been blocked by members of the cabinet – led by Peter Mandelson, according to reports.

* The PM last night was urging further talks between rail bosses and unions in a bid to avoid disruption to train travel starting from April 6th.

* The Mirror says the Alistair Darling’s budget can win Labour the election.

* But Darling has warned of increasingly tough cuts in the next spending round.

* The Times and Sunday Times websites will begin charging for online content, beginning in June.

* London Underground passengers have endured “unacceptable” disruption to services following the “flawed” part-privatisation, says a new report.

* The Telegraph has a new general election timetable.

* And, in the States, Michael Tomasky writes about the 10 Members of Congress who have received death threats since voting for healthcare reform.
